Zen has a very nice tutorial on ship building and includes infocards.

New factions are easy to make. However getting them aligned to be hostile or friendly rather than neutral is an entirely different matter. Multiplayer tend to adopt new alignments just find but single player hates it.

Its often easier just to change the factions id to a new infocard entry and thus change its name.

To be honest, if your asking those sort of basic questions now, I think your going to have serious trouble trying to achieve the task you set for your self. Best start with something simplar to get your hards dirty like a new ship or something.

However if you want to try. Look at

Empathy.ini
Initworld.ini
Faction_prop.ini

Between them and a new DLL you can setup new factions.
