Battleships & Small Bases Query

In addition to some folks changing the battleships and non-planetary bases to being destructible, I was wondering if it were possible to make, say battleships (like the Battleship Missouri) mobile? In other words, can you change the battleships from stationary objects to say objects on a patrol path?

Yes. Use encounters. I've never tried it so I'll leave it to somebody who has to elaborate further.
