Changing ships level to buy at and price

How do you change the level you have to be to buy a ship, and its price?

normally you just lower the level requirement of the ship or weapon you want in either market_ships or market_misc

I've read some tutorials and i've found out more now, i did not realize that all the other pages contained valuable information.
