Default value is the load-out of the special nomad-liberty and nomad-bretonia ships (single player encounters). But I can't get those nomad-liberty and other half-nomad factions to appear so they are locked somehow, I guess. Result is that their load-out won't work either. Anyway changing load-out (just the same naming as kusari and rheinland vessels) gave me those liberty and bretonia capital ships

In the ini file of your system e.g. "encounter = area_gunboats, 16, 0.070000". I believe the last value is a chance of appearance. I think 0.07 means 7% chance that this encounter will happen when the repop_time runs out. So you can raise the repop_time value to have less frequent encounters and you can add the encounter' last value to have a higher or lower chance this encounter will happen.

Hmm still not sure i fully understand about the liberty and bretonia capships, i need to change their names to the same as the names for rhienland and kusari? If that's the case won't calling rheinland battleships cause for liberty battleships to be spawned on occasion as well? Sorry if i'm misunderstanding, any help would be nice... thanks.
alright to get brit and lib ships running not only do you need to change the loadouts but u have to change there level too! it seems encoutners or zones or both have a max of some sort *my theroy* cause when i created my own type of battleship enc from scratch *ikes was that fun* i found that when i changed the loadout and there 'level' to what others might have *using your guys example for an enc* they finnaly showed up! so i tried changing them back to there normal d25 lvl and they didn't, but when i changed it back to d19 they did. Intresting to note. Hope it helps you guys out
For bretonian and liberty ships, you just need to rename the loadouts in the npcships.ini. There's a second loadout available for each in the loadouts_special.ini. Which is what I pointed the loadouts to.
