Newplayers with neutral faction to all

I've read it can be done completely server-side, but I've searched the forums and can only find how to edit the starting faction. I wanted to start a server with new characters starting with neutral faction to all (or most) factions. Is there a way to do this server-side? If so, how?

(even a link to a post with this information would help). Thank you all, for your editing and modding assistance

at the bottom is a list of factions and ratings...change all the ratings to 0...start a server and enjoy

I have a question about that. Am I correct that those initial reputation stats will change as the player progresses through the game world? I've adjusted the stats and they work without fail, but it would be nice to know that those aren't static values.

No, they are not static...only starting values.
They will shift accordingly as you play.
