How do I Change the Equipment items?

I changed the ships that i want to start with at manhatten. But now i want to change the avalibility of weapons and stuff (NOT COMMUNITIES ITEMS) Which .ini file do i need to edit?

blahblahblahblah. search the forums, I do. I will humour you. look for a thread called simply help, in which I describe how to do it. I found this thread after answering this question, not 1 minute after! Just look!
