what file do you use to mod the .ini files?

i have seen several times where people simple say "...and open the shiparch.ini" or the engine.ini file. what program are you all useing? when i open it with notepad i cant make out anything.

Hey, HCl made a nifty little program to uncompress them, it's avalable for download on TLR>Editing>Features, you'll see it on the left nav bar near the bottom.
